Ensuring GDPR Compliance for Your OpenClaw AI Agent

Running OpenClaw in a business context? Here's how to make your entire inference pipeline GDPR-compliant using AWS Bedrock and EU Inference Profiles — with concrete IAM policies and config snippets.

Running an AI agent in a business context is powerful — but the moment it touches customer data, the question of data residency and GDPR compliance becomes non-negotiable. For European businesses (and anyone processing EU citizen data), “where does my data go when the model processes it?” is a legal question, not just a technical one.

The good news: if you’re running OpenClaw, you can make your entire inference pipeline GDPR-compliant with a relatively straightforward AWS setup. Here’s how I’ve done it.


Why AWS Bedrock?

OpenClaw supports multiple model providers. For GDPR compliance, AWS Bedrock is the right choice — not because the other providers are bad, but because Bedrock gives you explicit control over data residency.

A few things make Bedrock the right fit:

  • Anthropic partnership: All Claude models are available in Bedrock, and AWS keeps up with new model releases — usually within hours of the official announcement.
  • Compliance certifications: Bedrock is in scope for ISO, SOC, CSA STAR Level 2, and is HIPAA eligible.
  • No training on your data: By default, your inference data is not used to train or improve the underlying models.
  • Data residency control: You decide which region handles your requests. For GDPR, that means staying within the EU.

Two Options for EU-Only Inference

AWS offers two approaches to keep inference within EU borders:

Option 1: Dedicated EU Region (Frankfurt)

You configure OpenClaw to use eu-central-1 (Frankfurt) exclusively. All inference requests go there, no exceptions. This is the right choice if your compliance requirements mandate a single known geography.

To use this, you set up an inference profile scoped to eu-central-1 and point OpenClaw at that profile.

AWS offers pre-defined “EU Inference Profiles” that automatically distribute your requests across multiple EU regions — choosing whichever has the lowest load at that moment. From a privacy standpoint, this is equivalent to the dedicated region approach: your data stays within the EU, inference results are not stored after processing. But you get better latency and lower cost as a bonus.

Unless you have a hard regulatory requirement for a single geography, I recommend the EU Inference Profiles — they’re faster, cheaper, and require no extra configuration on your part beyond IAM permissions.


Setting It Up in OpenClaw

This is the practical part. There are three pieces: IAM permissions, AWS profile, and OpenClaw config.

1. IAM Permissions

The IAM user (or role) that OpenClaw runs under needs bedrock:InvokeModel permission on EU inference profile ARNs. Here’s what that looks like in CDK:

2. AWS Profile

OpenClaw uses the standard AWS credential chain — no custom integration required. Set up an AWS profile for the user running OpenClaw. The simplest approach is the default profile with default credentials:

The region in your profile is the one that gets used for Bedrock requests. Make sure it’s an EU region — eu-central-1 (Frankfurt) is the most common choice.

If you run OpenClaw under a specific OS user, make sure the credentials are in that user’s home directory, not root’s.

3. OpenClaw Model Config

In your OpenClaw config, point the model to a Bedrock EU inference profile. The model ID follows the pattern eu.anthropic.<model-id>:

With the AWS profile and IAM permissions in place, that’s all OpenClaw needs. It picks up your credentials automatically via the standard AWS SDK credential chain.


What This Covers — and What It Doesn’t

This setup makes the inference part of your OpenClaw instance GDPR-compliant. Concretely:

  • ✅ Model invocations stay within EU data centers
  • ✅ AWS does not store your inference data after processing
  • ✅ You have a documented, certified compliance basis (ISO, SOC, etc.)

But GDPR compliance for an AI agent is broader than just inference. This article does not cover:

  • How you store conversation history or logs (and where)
  • What data you pass to the model (context, RAG results, tool outputs)
  • Data subject rights (access, deletion) for any data you retain
  • Your data processing agreements (DPA) with AWS

If you’re building a business-critical agent, talk to your legal team about the full picture. The inference layer is necessary — but it’s one piece of a larger puzzle.
